Each blockage is different, and details can be found in the piñata guide. You must remove the blockage before they can visit your garden, This usually require you have 5 of a certain type of piñata in your garden, or requires you to hire someone to remove the blockage.
You can sometimes use your cursor to leave the boundaries of your garden to highlight a piñata, but won't be able to do anything other than look up the first of their visit requirements. All piñata here will be black and white in colour. They will not enter your garden until the visit requirement are met, but will hang around outside the boundaries of your garden. Each stage for each piñata has different requirements that you'll need to meet before they progress to the next stage.
